Record offline payments for Event balances

Admins & Giving Managers can now enter payments toward an event registration balance on behalf of registrants for payments made outside of Subsplash, leaving a record of payments on the registration.
Tip: Partial payments must be enabled to use this feature. Set the minimum to $0 to allow fully offline payments.
Highlights:
- Manually enter payments using cash, check, or other methods
- A balance can be paid in multiple payments from multiple sources
- Forgive balances by marking as paid
- View record of payments from any source on registration or in a payment report
